She needs to grow a backbone and contact Human Resources at the corporate headquarters unless the franchise owner is involved in the day to day operation of the business, in which case she should approach him/her.

Now, just to clarify, are you CERTAIN that she's actually being mistreated, or is she really thin skinned? I know some people that feel they are being abused if you ask them to please keep an eye on the counter while you go to the bathroom or that feel insulted if asked to do something the slightest bit outside of their job description.

If she isn't just a bawl-baby, then she needs to learn to stand up for herself. If she's constantly getting blamed for others actions, she needs to quit being a doormat and say that she isn't responsible for whatever it is that she's being blamed for. One thing you cannot do is fix the situation for her. Otherwise, she'll never learn how to stand up for herself and she'll be a doormat for the rest of her life. If you truly want to help her, enroll her in some assertiveness training courses and support her.
References :
There are probably laws in your state that prohibit managers from running a workplace that harasses employees with systematic patterns of discrimination or abuse. A big name outfit has a lot to lose in this situation. Where I live there's a state government organization called the Commission Against Discrimination. There is probably similar organization in your state. She can call them and ask for advice.

But actually going after these kinds of folks is a big commitment and can take a long time.
References :
Legally there is not much that can be done.

Now on the flip side there is plenty that can be done if you are creative. Anything from minor pranks to minor assault.
References :
I have nothing against women managers, but all the ones i have had with the exception of 1 out of 4 have been very confrontational, emotional, angry, baggage carrying nut cases. Oh and one was very prejudice.

Tell her to contact the EEOC. First thing Russ, is get her a tape recorder to put in her pocket man so she can hit record when all the drama starts. Also tell her to document these things down every night so she has a record she can show.
References :
Can anything be done legally to stop the verbal abuse my girlfriend faces at her job?
My girlfriend works at a local big name pizza business. She is part of the crew that prepares and makes the pizzas. She has to put up with verbal abuse from the assistant managers and store manager. My girlfriend is a very quiet person and is afraid to say anything back to them for fear of losing her job. She is a good employee that never bothers anyone and does her job. Can anything legally be done to stop the verbal abuse that she has to encounter on a daily basis? Some nights she comes home crying because how she is being treated. All of the managers are woman.
